Any time of day is good to exersise. However if your not a morning person you will not be able to focus fully in the morning, so you should exersise when you are more alert and can push yourself to your best. If you are starting out then late night exersise will make it hard for you to go to sleep. Studies have been done on cyclists who were in great shape and they showed no signs of sleep loss due to late night exersise which was probably due to there great fitness levels.
